90% of Russian timber sales go to China!
As markets such as India, the Middle East, North Africa and Japan have failed to provide the Russian timber industry with high profits and high output volumes, some Russian timber traders say that it is clearly "meaningless" to have hope in these markets.
Although Japan "follows" the United States and applies a "double standard" for Russian timber, imports from Russia accounted for 13% of its total timber imports in 2023. Such "unabashed" import of Russian wood will inevitably cause dissatisfaction in Europe. The European Sawmill Industry Organisation (EOS) and the Federation of European Woodworking Industries (CEI-Bois) have previously asked the European Commission for Japan to ban imports of Russian wood products, especially wood and plywood products.
On March 11, 2022, the US President's Executive Order 14068 banned some Russian exports to the United States, but the sanctions on timber only imposed a 35% tariff. According to statistics, since the beginning of the Russia-Ukraine dispute, the United States has imported nearly $2 billion (retail value) of lumber from Russian companies.
In a subsequent round of sanctions against hundreds of Russian entities and individuals in February 2024, some commentators argued that the United States should immediately ban Russian products such as wood, pulp and paper. The Biden administration has once again chosen to ignore the issue of banning Russian timber.
However, in late April of this year, the U.S. Treasury Department suddenly announced that it would allow U.S. businesses to continue "energy-related" transactions with major Russian banks such as Alfa Bank and St. Petersburg Bank. According to the document, the term "energy-related" includes natural gas, coal, wood or agricultural products used to make biofuels.
Even so, Russia does not seem to have high hopes for the U.S. market.
Today, Russia may be a special case in the global sawn timber market.
On the one hand, Russia is separated from its traditional markets in Europe; Previous annual sales of timber to the European market reached 5-6 million cubic meters, with trade volume of $1-1.5 billion, equivalent to 12-15% of Russia's total production.
Russia, on the other hand, is dependent on the domestic market and the Chinese market; Together, these two markets account for about 90 percent of all sales in Russia. And that seems to be the outlook for the Russian timber industry in the coming years.
As the inventory of imported sawn timber in China's major ports has declined for six consecutive months, even in January this year, industry insiders in Taicang Port said that the daily sales of sawn timber exceeded the number of new arrivals, indicating that the Chinese market is in short supply. Moreover, in the first quarter, especially in March after the Lunar New Year, the demand for sawn timber in the Chinese market maintained its growth trend and is expected to continue in the second quarter.
Combined with these factors, Russian timber traders believe that there is reason to raise the price of sawn timber to a certain extent, but also increase confidence in the Chinese market.
